It seems like this is a traditional Taisō routine that has been taught throughout generations. Skimming through a very badly translated Japan Wikipedia article on Radio Taisō, the concept of going though this exercise program every morning is connected to America’s Metropolitan Life Insurance Company.
That somehow seems funny considering the exercises were banned after Japan lost the war to the U.S. because the exercises were considered too militaristic. They were just trying to keep their insurance premiums down!
This taisō includes a chair version for the infirm and desk jockeys.
